History
EF Douglas & Associates was formed as a small consulting team in March 2010, by its founder Errol Douglas who saw the need for a multidisciplinary approach in the consulting engineering practices in St. Kitts and Nevis. Having worked on projects of national significance, clarity was brought to the fact that engineering design solutions had to be efficient and sustainable and promote future development and growth.
In 2011 Grenville Phillips a senior structural engineer began working as a consultant to the small firm to improve the firm’s capacity to address the increasing demands of its clientele. The firm currently employs two full-time civil engineers and consults with various international consulting firms and individuals for cost-effective and competitive design solutions and project delivery based on needs. The philosophy of a small core staff with access to experts in various fields has given the firm the flexibility to execute very complex and demanding designs and supervise various projects in the twin-island state.
The firm’s principal and founder have had over thirty-seven (37) years of experience in the civil and structural engineering design, construction, and engineering fields in the local and regional environment. The firm has a combined experience of sixty-eight (68) years of experience in the construction industry. EF Douglas & Associates has provided civil, and structural engineering design and supervision for single projects valued in excess of US$75m.
Professor Ian Smith - Consultant
Professor Ian Smith is an internationally recognised geotechnical engineering and educational consultant with more than 25 years of experience in academic leadership, professional training, and technical advisory work. He is the author of the widely respected Smith’s Elements of Soil Mechanics and is particularly known for his expertise in geotechnical design to Eurocode 7.
His consultancy work includes geotechnical training and CPD, geotechnical checking and design advice, site investigation interpretation, curriculum development, accreditation support, programme validation, and international academic partnership building. His appointment strengthens EF Douglas & Associates by adding internationally recognised specialist depth in geotechnical engineering, technical training, and quality-focused advisory support.

Osmany Winter Jeffers BSc - Civil Engineer
Osmany Winter Jeffers is a Civil Engineer at EF Douglas & Associates with over 15 years of experience in design support, materials testing, and site inspection across Cuba and Saint Kitts and Nevis. He brings a strong practical and technical background to the firm’s work, combining engineering judgment, detailed drafting capability, and hands-on field and laboratory experience to support the successful delivery of structural and infrastructure projects.
Osmany has extensive experience in AutoCAD and has contributed to the detailed design and review of a wide range of projects, including commercial and residential buildings, swimming pools, steel structure rehabilitation works, roof systems designed for hurricane conditions, and multi-storey reinforced concrete structures. His work includes drawing preparation and coordination, spreadsheet- and hand calculation-based structural checks, and design support for challenging projects requiring careful attention to structural behaviour and constructability. He has also used Revit as a coordination and review tool to cross-check information and help ensure that proposed solutions are practical and workable.
In addition to his design-related work, Osmany has deep experience in concrete and soils testing, including concrete testing, Proctor, CBR, and related quality-control procedures. This practical foundation strengthens his ability to support projects from both a design and construction perspective. He also has valuable experience in site inspection and supervision, including checking the proper execution of foundations, shear walls, and structures of up to four floors.
With his combination of technical discipline, practical site knowledge, and strong materials background, Osmany is a valuable member of the EF Douglas & Associates team, contributing to the firm’s commitment to sound engineering, quality assurance, and buildable design solutions.

Qualification Of Key Staff & Consultant
The principal of the firm has a master’s degree in Civil Engineering Construction (1989), and a Master’s degree in Structural Engineering (2005) and is a Member of the American Society of Civil Engineers (MASCE) and a Member of the International Association of Bridge and Structural Engineers (MIABSE).
The firm’s consulting structural engineer is a Fellow of the Institution of Structural Engineers (UK) and possesses an MSc in Environmental Engineering, a Master’s degree in Urban and Rural Planning, a Bachelor’s Degree in Civil Engineering, and is also a Fellow in the Chartered Institute of Highways and Transport in the UK. An engineering and architectural CAD Designer possessing an Associate degree in architectural drafting and technology and an additional Associate Degree in General Studies from the US, CAD Technicians, and strategic architectural, coastal engineering, quantity surveying, and project management consultants.
EF Douglas & Associates has proven capabilities and experience with highly qualified engineers and designers working in the twin-island federation. In its short history, the firm has met and often exceeded its client’s expectations.
